Dr. Howard Stein currently serves as the Associate Director of Medical Affairs of CentraState Medical Center in Freehold, New Jersey. He is a full-time Physician Advisor for Care Management since 2003. He is the President of CentraState Medical Associates.

Dr. Stein has served on the Executive Board of the American College of Physician Advisors since its inception. He was a partner in Monmouth Family Medicine Group until 2003. He served in the U.S. Air Force as a Physician from 1987-1990. He is board certified as a family physician and is certified in HCQM by the American Board of Quality Assurance & Utilization Review Physicians. He is a graduate of Nova Southeastern College of Osteopathic Medicine and earned his Masters in Health Administration from the University of Maryland.

Tess Kryspin Lombard, MD, MBA, CHCQM, FACP, FAAPL, CPE

Dr. Tess Lombard is a board-certified Internal Medicine physician for over 20 years. Born and raised in Connecticut, she graduated from Fairfield University and attended New York Medical College in Valhalla, New York. She earned her MBA from the University of Hartford and was a member of many campus organizations and honor societies. As a fellow of several professional organizations, she has been an active ABQAURP Diplomate since 2008. She has woven experiences of her education, personal, and professional life to create a perspective of service; realizing each patient encounter has influenced the physician she has become and the perspective she sees and understands “health”. A proud Mom of two college students, she enjoys serving in a career of quality, reading, and traveling.

Timothy Brundage, MD, CCDS

Medical Director / Chief Executive Officer - Brundage Group

Dr. Timothy Brundage is Chief Executive Officer and Medical Director of Brundage Group. He is a past board member of the Association of Clinical Documentation Improvement Specialists (ACDIS) and is co-chair of the CDI committee for the American College of Physician Advisors (ACPA). Dr. Brundage travels the country educating physicians, with a focus on breaking down departmental silos in hospital organizations by unifying clinical documentation across quality, utilization, denials and CDI. He is passionate about increasing the value of the physician advisor role within hospital organizations.

Dr. Brundage is a frequent presenter at the ACDIS annual conference and its state chapter meetings. He is a speaker for AHIMA at its annual meeting and its CDI Summit, as well as for ACMA state chapter meetings and the national ACMA Leadership and Physician Advisor Conference. Dr. Brundage is a presenter at the RAC Summit National Physician Advisor and Utilization Review Boot Camp.

Dr. Brundage was selected by Tampa Bay Business Journal as a Health Care Heroes award winner in the health care educator category.

Cheri Lattimer, RN, BSN

Executive Director - National Transitions of Care Coalition (NTOCC)

Cheri Lattimer, RN, BSN, is Executive Director for the National Transitions of Care Coalition (NTOCC) and CEO of Integrity Consulting & Advocacy. Her leadership in quality improvement, case management, care coordination, and transitions of care is known on the national and international landscape. She has been invited to present her work at national and international conferences, including the Anna Reynvaan Lecture at the University of Amsterdam. Additionally, in presentations to more than 900 nurses from the Netherlands and Belgium, she lectured on the topic of integrated nursing health management of the complex patient. Her work has been featured in several publications, including the Healthcare Executive, Dorland’s Case In Point, Professional Case Management, and Seniority. She is affiliated with various professional organizations and maintains active roles on several national boards and committees including URAC’s Redefined Health, Roundtable on Critical Care Policy, CMS Caregiver Workgroup, ACHIEVE, and American Nurses Association.

Dennis P. H. Mihale, MD, MBA, CHCQM

Chief Medical Officer – Upward Health

Dennis Mihale is an ER physician, healthcare executive and Chief Medical Officer who has been delivering care for over 35 years. He currently serves as Chief Medical Officer at Upward Health. Prior to joining Upward Health, he served as the Chief Medical Officer of Consolidated Health Plan, where he was responsible for developing the medical management strategy and creating a Patient Centered Medical Home strategy. He has also served as the CMS Physician Champion for ICD-10 in Florida, founded and led two managed care companies and has served as Chief Medical Officer or Medical Director to more than 15 companies.

Dennis’s biomedical and healthcare technology experience includes working with the IBM Watson Center, NASA’s Technology Transfer Team, SMRxT and PatientKeeper. He serves on the advisory boards for Datacys and Revasurrant, all healthcare technology companies. Dennis received a B.S. in Aerospace Engineering from SUNY Buffalo, an M.D. from the University of Miami School of Medicine, and an M.B.A. from the University of South Florida. He retired as a Major from the US Army Reserve MC. He has presented over 80 times and is the author of seven publications. His awards include CEO of the Year: Tampa Bay Forum; Entrepreneur of the Year: USF College of Business Administration; Physician Business Leader of the Year: Medical Business Journal; as well as the Fellow, National Science Foundation.

Kimberly A. Johnson, PhD, MBA

Research Associate Professor - University of South Florida

Kimberly A. Johnson, Ph.D., is a research associate professor in the Department of Mental Health Law and Policy at the Louis de la Parte Florida Mental Health Institute, in the College of Behavioral and Community Sciences at USF. In addition to her research and teaching duties, Dr. Johnson serves as the executive director of the International Consortium of Universities for Drug Demand Reduction, a newly formed international membership organization for universities with addiction studies programs.

Dr. Johnson earned her PhD in population health from the University of Wisconsin, Madison. Her research has focused on quality improvement and implementation science in behavioral health. She has received funding by NIDA, AHRQ, Robert Wood Johnson Foundation, and the California Endowment to study adoption of process improvement practices, adoption of medication assisted treatment in addiction treatment programs, adoption of other evidence based practices and the barriers and facilitators of change. Her interest in the intersection of research and quality improvement has led to her use of large data sets to identify targets for improvement at the system, provider organization and individual patient levels. Her research has also involved the use of technology to improve efficiency and effectiveness in patient care and to improve the adoption and utilization of evidence based treatments and she has received funding from NIDA, NIMH and AHRQ for these projects.

Prior to her appointment at USF, Dr. Johnson was the director of the Center for Substance Abuse Treatment at the Substance Abuse and Mental Health Services Administration, part of the Department of Health and Human Services for the U.S. government where she helped develop the department’s opioid strategy and managed the country’s three billion dollar substance abuse treatment budget.

Dr. Johnson’s dedication and contributions to the behavioral health field earned her numerous awards and she is a highly-regarded thought leader. She has authored a variety of publications on topics important to addiction and recovery including co-authoring a chapter on quality in the ASAM Principles of Addiction Medicine text and a book: The NIATx Model: Process Improvement in Behavioral Health.

Frank P. James, MD, JD, DFASAM, FACLM

Medical Director, Outpatient Services – Mind Springs Health

Dr. Frank James is currently the Medical Director for Outpatient Services for Mind Springs Health in Grand Junction, Colorado. He is also the President of Behavioral Health Services Consulting, a company dedicated to improving reimbursement and supporting evidence-based treatment for substance use disorders. In addition to his consulting work, from 2011 – 2019, Dr. James served multiple leadership roles within United HealthCare and Optum. He has a strong track record of supporting Health Plans, Managed Care Organizations, Pharmacy Benefit Management, and critical stakeholders in Behavioral Health and SUD benefit management.

Sam Toney, MD

President & Chief Executive Officer - Toney HealthCare Consulting

Dr. Sam Toney is founder, president and CEO of Toney HealthCare Consulting, a clinical, quality and regulatory healthcare consulting firm serving healthcare organizations nationwide.  He is a board-certified psychiatrist and is licensed to practice medicine in 35 states. Dr. Toney has spent over 25 years designing and implementing successful specialized integrated utilization, chronic condition and case management programs. He was the founder and CMO of Health Integrated (acquired by EXL), a leading care management company focused on integration of medical and behavioral health. While there, he pioneered Dynamic Somato-Social Theory™ (DSST), an interventional care management model integrating physical and behavioral medicine for high risk populations.

Prior to this, Dr. Toney served as the national medical director of CompCare’s managed behavioral health organization. He also developed a joint venture with the Hospital Corporation of America and the University of South Florida Psychiatry Center launching a multidisciplinary outpatient behavioral health practice in the Tampa Bay Area. Dr. Toney began his career in private practice in general adult psychiatry and specialized in the diagnosis and treatment of anxiety disorders and psychosomatic medicine.
